Camille Stephens

Founder/Executive Director

Camille Stephens is a passionate leader, seasoned community advocate, and transformational coach with more than 35 years of experience serving diverse populations — from youth to seniors — with a specialized focus on justice-involved individuals for over 17 years. She is the visionary founder and CEO of Locked Out Love Inc., a nonprofit committed to reducing recidivism and guiding individuals from incarceration to independent, purpose-driven living.

Camille is also the founder of Life Forces CTC (Coaching, Training & Consulting) and the Tony J. Stephens Justice Foundation, both designed to offer holistic support services that empower individuals during their most critical life transitions. Through her work, Camille equips justice-involved individuals ages 16 and older with the life skills, mindset shifts, and community support necessary for sustainable reintegration.

As a Life Transition Success Coach, Camille facilitates key programs such as Working Smart, Moral Reconation Therapy (MRT), and Parent Talk Therapy, providing weekly sessions that help participants explore the root causes of their decisions and commit to meaningful personal growth. Her leadership within the Juvenile Crime Intervention Program (JCIP) ensures that both parents and youth are supported through healing-centered engagement.

Camille’s mission is deeply personal. After walking through the incarceration of her son, Tony J. Stephens, who was sentenced to 12.5 years in federal prison and tragically passed away in 2020, she founded Locked Out Love Inc. in his honor. The organization continues to serve as a living legacy of Tony’s desire to see returning citizens embraced, empowered, and equipped for success.

Camille holds a Bachelor’s degree in Criminal Justice and maintains several advanced certifications, including Global Career Development Facilitator (GCDF), Certified Life Coach, and Certified MRT Facilitator. She currently serves as the Lead Coordinator of the Mecklenburg Council of Elders’ Service Providers, ensuring access to comprehensive wraparound services for justice-impacted individuals. She is also the Treasurer of the American Business Women’s Association (ABWA) and a proud retired U.S. Army veteran.

At her core, Camille is a devoted mother, grandmother, and woman of deep faith. Her belief in God and the strength of family remain the foundation of her work. Through every endeavor, Camille Stephens exemplifies compassion, purpose, and unshakable commitment to helping others rise, heal, and thrive.

A dedicated advocate for justice, family restoration, and community empowerment, Joyce brings a wealth of leadership experience and a deep commitment to service.

With a strong background in nonprofit governance and grassroots advocacy, Joyce plays a pivotal role in guiding the organization’s strategic direction and ensuring its mission remains centered on healing, restoration, and opportunity. Her passion for uplifting justice-impacted families fuels her work and helps drive impactful programs and partnerships.

Under her leadership, Locked Out Love continues to grow as a trusted resource for families navigating the challenges of incarceration and reentry.

Antonio Barnes

Marsha Gates

Board Member, Locked Out Love Inc.

Marsha Gates is a seasoned social worker and respected advocate for at-risk and justice-impacted communities. With over 20 years of experience in social work, she brings a wealth of expertise and compassion to her role as a Board Member of Locked Out Love Inc.

Marsha holds a Master’s Degree in Health Communications from Antioch University and has spent her career specializing in crisis intervention, mental health services, and community outreach. Her work is grounded in empathy, cultural competence, and a results-driven approach that empowers individuals and families to overcome adversity and build resilient futures.

Throughout her career, Marsha has collaborated with nonprofits, government agencies, and grassroots organizations to design and implement impactful programs for vulnerable populations. Her strengths in case management and community engagement have positioned her as a trusted leader and changemaker in the field.

In addition to her professional accomplishments, Marsha is a passionate community volunteer. She frequently leads workshops and support groups focused on mental wellness, family systems, and youth empowerment. Her advocacy extends to the policy level, where she works to influence systemic change that addresses the root causes of social inequities.

Marsha’s commitment to holistic healing and sustainable progress aligns seamlessly with the mission of Locked Out Love Inc. Her presence on the board strengthens the organization’s ability to provide comprehensive support for families navigating incarceration and reentry.

Mya Gardner

Secretary, Locked Out Love Inc.

Mya Gardner has proudly served as Secretary of the Board for Locked Out Love Inc. since 2022. With a strong background in Social Work, Mya brings both professional expertise and a heartfelt commitment to justice reform and community healing.

Her understanding of the systemic barriers faced by justice-involved individuals allows her to contribute meaningfully to the organization’s mission of reducing recidivism. Mya plays a key role in ensuring transparency, communication, and structure across board activities while advocating for strategic initiatives that support successful reentry.

Through her work with Locked Out Love Inc., Mya is committed to expanding access to critical resources, empowering individuals to reintegrate into society with dignity, stability, and purpose. Her presence on the board strengthens the organization’s ability to lead with both compassion and accountability.

SariAnn Funderburk

Treasurer, Locked Out Love Inc.

SariAnn Funderburk is a proud Charlotte native with over a decade of experience in the pharmacy field. As a Nationally Certified Pharmacy Technician, she combines her professional discipline with a strong commitment to community upliftment and service.

SariAnn’s passion for helping people become the best version of themselves is a key reason behind her involvement with Locked Out Love Inc. She believes in the power of second chances and in building a healthier, more compassionate community—one person at a time.

She studied at Central Piedmont Community College before transferring to UNC Charlotte, where she majored in Communications. Beyond her professional work, SariAnn has been actively involved in numerous community service projects, using her time and talents to support those in need.

As Treasurer, SariAnn brings not only financial stewardship to the board, but also a heart for service and a dedication to being a reliable resource for her peers and community members. Her focus is on making meaningful impact through every interaction and ensuring Locked Out Love continues to be a beacon of hope and transformation.

With over eight years of impactful service in the field, he has worked across a variety of roles dedicated to improving the lives of underserved and justice-involved populations.

Known for his empathetic approach and commitment to community-based solutions, Dr. Cloud brings a depth of professional knowledge and a heart for service to the board of Locked Out Love Inc. His work consistently reflects a passion for equity, empowerment, and long-term change.

As a board member, Dr. Cloud contributes strategic insight and real-world perspective that helps shape the organization’s programs and services. Employment Placement Specialist | Aspiring Human Services & Forensic Psychology Professional

Kaitlyn Free serves as a Board Member of Locked Out Love Inc., bringing both frontline experience and academic passion to the organization’s mission of supporting justice-involved individuals and their families.

As an Employment Placement Specialist at Dismas Charities of Charlotte, Kaitlyn plays a key role in helping individuals navigate the re-entry process by securing sustainable employment and building pathways to long-term stability. Her work is rooted in a trauma-informed, client-centered approach that prioritizes dignity, empowerment, and opportunity.

Kaitlyn is currently pursuing a Bachelor’s degree in Human Services, with plans to continue on to a Master’s in Forensic Psychology. Her long-term goal is to bridge the gap between the human services sector and the criminal justice system — advocating for rehabilitation, reintegration, and systemic reform.

Passionate about social justice and driven by empathy, Kaitlyn brings fresh perspective, strategic insight, and unwavering commitment to her role on the board. Her holistic view of re-entry work strengthens the organization’s ability to meet individuals where they are and guide them toward success.
